Constituency Development Fund(CDF)

The Constituency Development Fund (CDF) in Zambia, established in 1995 under the Local Government Act and anchored in the Constitution Amendment Act No. 2 of 2016, is a fiscal decentralisation tool designed to transfer resources and services from the central government to constituencies to support community-level projects and initiatives. The CDF Guidelines ensure clear management, disbursement, utilisation, and accountability while defining stakeholder roles in implementation and monitoring, aligning with national policies such as the National Decentralisation, Social Protection, Education, TEVET, Youth, Gender, and Disability Policies. Legally, the CDF operates under Article 162 and the Constituency Development Fund Act No. 11 of 2018, supported by statutes including the Local Government Act No. 2 of 2019, Public Finance Management Act No. 1 of 2018, Public Procurement Act No. 8 of 2020, Urban & Regional Planning Act No. 3 of 2015, National Planning & Budgeting Act No. 1 of 2020, and the Anti-Gender Based Violence Act No. 1 of 2011, ensuring structured, transparent, and policy-aligned local development delivery across Zambia.
